Officers spotted the male “acting suspiciously” on an Electrically Assisted Pedal Cycle (EAPC) while they were patrolling anti-social behaviour hotspots,.
Upon closer inspection, police found that the cycle was capable of more than 44kph (27.3mph), which is almost twice the legal limit (15.5mph).
The bike was seized and whilst interacting with the rider, his behaviour and the strong odour of cannabis led officers to conduct a S23 MODA Stop Search.

He was arrested and charged with Possession of a Controlled Drug of Class B, Driving without a Valid Driving Licence and Driving without Valid Third Party Insurance.
The man is on remanded and will appear at Manchester and Salford Magistrates Court on today, Thursday, September 4.
Sharing on social media this morning, a Greater Manchester Police (GMP) spokesperson said: “Operation Heartbeat Update: You asked, We Did!
“On 03/09/2025, PC Buckley and PC Stodart were on Operation Heartbeat were patrolling anti-social behaviour hotspots in Bury Town Centre.
“Officers soon noticed a male, acting suspiciously, on an Electrically Assisted Pedal Cycle (EAPC).
“The EAPC was found to have an electric motor with a maximum continuous rated power not exceeding 250 watts; making it compliant.

“However, upon closer inspection, officers found that the cycle was capable of over 44kph! That is nearly twice the legal limit! (15.5mph).
“Officers seized the EAPC under S165 of the Road Traffic Act. Whilst interacting with the male, his behaviour and the strong odour of cannabis led officers to conduct a S23 MODA Stop Search.
“Officers found a considerable amount of cannabis on the male and he was arrested.
“The male has been charged with Possession of a Controlled Drug of Class B, Driving without a Valid Driving Licence and Driving without Valid Third Party Insurance.
“He has been remanded and will appear at Manchester and Salford Magistrates Court on 04/09/2025.”
