India’s biogas moment is here – and it’s accelerating across states. A powerful mix of central and state policy push, market pull and practical need is aligning to turn organic waste into a bankable energy and climate solution. National missions are catalysing thousands of projects in urban and rural areas, while state governments incentivise investment, streamline permits and link projects to municipal waste concessions and agricultural supply chains. The result is a maturing ecosystem that is set to reduce methane emissions, displace imported fossil fuels and create resilient local jobs – while supporting India’s Paris Climate Pledge.
Demand is solidifying thanks to flagship government policies such as SATAT, CBG-CGD and the CBG blending mandate, which de-risk investment by creating markets for biogas outputs. Several state and municipal governments have rolled out targeted biogas and waste-to-energy policies, including fiscal incentives and land-access support. These measures have created fertile ground for scaling biogas production and established a framework that makes India one of the most dynamic biogas markets globally.
Supply is catching up fast. States with dense agro-industries – sugar, dairy, agro-residues and food processing – are beginning to support the aggregation of feedstock from mills and farm collectives, while metropolitan regions bundle municipal solid waste and sewage sludge under long-term contracts. WBA’s internationally recognised #MakingBiogasHappen programme, supported by the Global Methane Hub, COP30 and the Clean Energy Ministerial, is helping to accelerate this process. Through this programme, we have brought together government, industry and expert stakeholders to drive adoption, spark partnerships and showcase scalable solutions. Insights into these latest developments will be a key focus of the two-day World Biogas Association India Congress 2025.
