IEEE Std 3230.03-2025 (IEEE Standard for Blockchain Service Capability Evaluation) is one of the latest standards developed by the IEEE Computer Society Blockchain and Distributed Ledger Standards Committee. This standard exerts a positive impact on the advancement of blockchain technology and industry development by helping the ecosystem to unify and standardize the understanding and recognition of blockchain enterprise service capabilities and assist in preventing and identifying security risks and defects in blockchain systems.

IEEE Std 3230.03-2025 defines a framework of service capability, which includes the technology, human resources, and qualifications of the entity, and provides a set of indicators for the evaluation of service capability. It also proposes evaluation methods for the blockchain industry.

The blockchain service capability assessment elements provided in this standard can be used to evaluate or select blockchain service providers, as shown in the figure below.

The implementation of IEEE Std 3230.03-2025 is expected to have a profound impact on technological development and industry practices. For the former, the standard lays the foundation for the continued innovation of blockchain technology. It clearly defines the relevant requirements for blockchain technology at different maturity levels, enabling technology developers to focus their research and development efforts effectively. For the latter, the standard provides a clear reference framework for the application of blockchain technology across various industries, helping enterprises accurately assess the stage of their blockchain applications and thereby reasonably plan their technical upgrade paths and business expansion directions.

In the blockchain field, relevant standards are constantly evolving and improving. To keep pace with rapid technological developments and meet the diverse needs of the industry, updates and revisions are ongoing. Currently, a standards development working group composed of professionals in the IEEE Computer Society Blockchain and Distributed Ledger Standards Committee is closely monitoring cutting-edge technological trends and emerging industry challenges. This working group brings together senior experts from research institutions, leading enterprises, and industry associations, who provide robust support for the standard’s iteration through in-depth discussions and extensive research.

Additionally, the future development plan for this standard will incorporate considerations for the integration of artificial intelligence and blockchain applications. As the trend toward their integration becomes increasingly evident, how to utilize artificial intelligence to optimize blockchain performance and enhance the autonomy of smart contracts has become a new research focus. The working group plans to explore relevant technical indicators and evaluation dimensions through pilot projects and case analyses and incorporate them into the maturity assessment standard at an appropriate time. This will provide norms and guidance for the healthy development of this emerging integrated field, helping to continuously enhance blockchain service capabilities through ongoing innovation.

IEEE Std 3230.03-2025 establishes a clear maturity grading system, providing clear guidance and a target framework for technological research and development and application innovation. Different maturity levels impose differentiated requirements on blockchain service providers in terms of personnel, resources, technology, and processes. This graded requirement structure sets a basic threshold for initial-stage technological exploration, preventing innovation from devolving into disorder, while also reserving space for breakthroughs in advanced technologies. Additionally, the standard sets minimum maturity requirements for enterprises providing blockchain services, stipulating that all blockchain services must incorporate basic compatibility design into their underlying technical architecture. This lays the foundation for building a scalable blockchain application ecosystem that spans industries and regions.

It is expected that the standard helps blockchain service organizations establish service capability systems, enable blockchain service providers to assess their own conditions and capabilities, allow blockchain service consumers to evaluate and select blockchain service providers, and facilitate third-party evaluation and certification of blockchain service capabilities.
