
Artificial Intelligence (AI) became a major topic in the Union Budget 2026-27, with Finance Minister Nirmala Sitharaman mentioning it a record 11 times in her Budget speech — the most ever in the history of Indian Union Budgets.
These repeated mentions highlight the government’s goal to establish AI as a crucial factor for productivity, governance reform, and inclusive growth across various sectors.
From Jaitley’s First Mention to Centre Stage
AI first appeared in an Indian Budget speech in 2018-19, when then Finance Minister Arun Jaitley pointed out its potential impact. Eight years later, AI has transitioned from a futuristic concept to a fundamental policy element, prominently featured across several ministries and missions.
AI Across Governance and Public Services
In Budget 2026, Sitharaman referred to AI as a force multiplier for governance, aimed at enhancing public service delivery, risk assessment, and decision-making. AI-driven tools are expected to assist in customs operations through advanced imaging and non-intrusive scanning systems to improve security and compliance.
Jobs, Skills and Labour Market Planning
A significant focus was on the effect of AI on employment. The Budget emphasized the use of AI for labor market analysis, aiding policymakers in understanding how new technologies are transforming job roles and skill needs.
The government also introduced expanded upskilling and reskilling programs for engineers and technology professionals, along with AI-enabled platforms to better connect workers with job and training opportunities.
Education, Language and Inclusion
AI will be integrated into the national education system, starting from schools and extending to teacher training programs. The Budget also introduced Bharat-VISTAAR, a multilingual AI platform aimed at enhancing language accessibility for India’s diverse population.
In healthcare and social inclusion, AI-driven research and development will aid in creating assistive devices for Persons with Disabilities, including products made by the Artificial Limbs Manufacturing Corporation of India (ALIMCO).
Agriculture, Research and Advanced Missions
The speech also highlighted AI’s role in agriculture through AgriStack portals and Indian Council of Agricultural Research (ICAR) practice packages, which are designed to boost farm productivity and decision-making support.
AI was additionally associated with cutting-edge initiatives like the AI Mission and the National Quantum Mission, indicating a unified effort towards next-generation technologies.
