Understanding PLFS 2025: A new era for India’s high-frequency employment data – The Economic Times

In a rapidly transforming economic landscape, access to high-frequency employment statistics is crucial for detecting emerging trends, formulating targeted policies and evaluating their impact. Advanced economies have long institutionalised systems for producing monthly labour market indicators.

US Bureau of Labor Statistics, for instance, publishes monthly employment-unemployment statistics from its Current Population Survey, which serves as a key resource for policymakers, businesses and investors. Historically, India relied on once-ever-five years Employment-Unemployment Surveys (EUS), conducted by National Sample Survey Office (NSSO) from 1972-73 onwards. Recognising the need for more frequent data, National Statistical Commission (NSC) introduced Periodic Labour Force Survey (PLFS) in 2017, designed to produce key labour market indicators such as labour force participation rate (LFPR), worker population ratio (WPR) and unemployment rate (UR), with higher frequency-quarterly for urban and annually for rural areas.

As India’s economy became increasingly dynamic-with regional disparities, sectoral shifts and informal employment playing a major role-the need for both high-frequency and geographically disaggregated data became apparent. Limitations of PLFS 2017, especially its failure to capture monthly rural trends or district-specific indicators, necessitated a revamp.

PLFS 2025 has been designed to meet these evolving needs. Its primary objective is to generate all-India monthly estimates of LFPR, WPR and UR, and annual labour force indicators at the district level, covering both rural and urban areas. To achieve this, the survey design has introduced new elements:

Alongside, improvements have been made in how primary units are randomly selected and stratified into homogeneous groups, ensuring better representation of diverse labour market characteristics across India. These enhancements collectively contribute to the precision, reliability and usability of the data.

Initial results from PLFS 2025 are promising. Monthly bulletins for April and May 2025 have already been released, providing all-India estimates of key indicators along with reliability measures. The relative standard errors (RSE)-a statistical measure of precision-are under 5% for all indicators, well within acceptable thresholds. Precision measures under the revamped design underscore the efficacy of the new approach in reducing variability and enhancing the credibility of estimates.

In a country like India, where labour markets are highly seasonal-affected by harvest cycles, festivals and migration-monthly data can reveal patterns and variations that would otherwise be missed in quarterly or annual snapshots. For instance, a sudden dip in rural employment post-harvest, or a surge in informal hiring during festive months, can now be identified and addressed with timely interventions. High-frequency data allows for early detection of adverse trends such as declining participation or rising unemployment, enabling proactive policymaking.

Beyond diagnosis, the improved PLFS can also aid in designing more effective solutions. Monthly and district-level data can inform targeted skilling programmes, employment insurance schemes and job creation initiatives. It can help central and state governments tailor interventions based on local realities, making them more efficient and impactful.

Over time, this data can support more sophisticated analytics-such as tracking gig economy participation, informal employment trends, or gender disparities in labour force participation-thereby enriching labour market research and governance.

PLFS 2025 represents a significant stride toward modernising India’s labour statistics infrastructure. By combining higher frequency, greater geographic granularity and improved statistical rigor, it promises to make labour market analysis more timely, responsive and actionable. As India navigates the complex challenges of economic development and employment generation, PLFS 2025 offers a robust empirical foundation for evidence-based policymaking.
