WASHINGTON (AP) President Donald Trump announced he was ending all trade negotiations with Canada because of a television ad sponsored by one of his provinces that used the words of former President Ronald Reagan to criticize U.S. tariffs, prompting the province’s leader to later pull the ad.
The post on Trump’s social media site on Thursday evening escalated tensions with the United States’ northern neighbor after Canadian Prime Minister Mark Carney said he planned to double his country’s exports to countries outside the United States due to the threat posed by Trump’s tariffs. White House officials said Trump’s reaction was the culmination of the administration’s long pent-up frustration with Canada’s strategy in trade negotiations.
Later Friday, Ontario Premier Doug Ford, whose province sponsored the ad, said it would be pulled.
Ford said that after speaking with Prime Minister Mark Carney, he decided to pause the advertising campaign effective Monday so trade negotiations could resume. Ford said he achieved his goal, having reached the American public at the highest levels.
“Our intention has always been to start a conversation about the type of economy Americans want to build and the impact of tariffs on workers and businesses,” Ford said. We achieved our goal, reaching the American public at the highest level.
The US president said the ad misrepresented the position of Reagan, a two-term president who remains a beloved figure in the Republican Party, and aimed to influence the US Supreme Court ahead of a hearing scheduled for next month that could decide whether Trump has the authority to impose his drastic tariffs, a key part of his economic strategy. Trump is so invested in the case that he has said he would like to attend oral arguments.

Canadian Prime Minister intervenes after end of negotiations with Trump
The advertising was paid for by the Ontario government and not the Canadian federal government. Ford, the prime minister, did not initially back down, posting Friday that Canada and the United States are allies and that Reagan knew the two are stronger together. Ford then provided a link to a Reagan speech in which the late president expressed his opposition to tariffs.
Ford had said the province planned to pay $54 million (about $75 million Canadian) for the ads to air on several U.S. television stations using audio and video of Reagan speaking about tariffs in 1987.
Although the ad will eventually be removed, it will still air this weekend, including Game 1 of the World Series between the Toronto Blue Jays and Los Angeles Dodgers on Friday night.
Ford is a populist conservative who is not in the same party as Carney, a liberal.
For his part, Carney said his government remained ready to continue negotiations to reduce tariffs in certain sectors.

Its board includes longtime Republican Party stalwarts, such as Trump’s former Transportation Secretary Elaine Chao, who resigned after the Jan. 6, 2021, insurrection at the Capitol, and former House Speaker Paul Ryan, whose free-market philosophy often conflicts with Trump’s protectionist tendencies.
Another board member is Lachlan Murdoch, the son of Rupert, executive chairman and CEO of Fox Corporation. The board of directors is chaired by Fred Ryan, former publisher and CEO of The Washington Post.
Trump wrote Thursday evening that the Ronald Reagan Foundation had just announced that Canada had fraudulently used a FALSE ad, in which Ronald Reagan spoke negatively about tariffs. He added: “TARIFFS ARE VERY IMPORTANT TO NATIONAL SECURITY AND THE UNITED STATES ECONOMY. Due to their egregious behavior, ALL TRADE NEGOTIATIONS WITH CANADA ARE HEREBY TERMINATED.
In reality, Reagan didn’t like tariffs. He was often critical of government policies, including protectionist measures such as tariffs that interfered with free trade, and he spent much of his 1987 radio address explaining the arguments against tariffs.
Explosion was a long time coming, administration officials say
White House spokesman Kush Desai said the ad was the latest example of how Canadian officials prefer to play games rather than engage with the administration.
Kevin Hassett, director of the National Economic Council, told reporters at the White House on Friday that Canada had shown a lack of flexibility and also cited residual behavior from Trudeau’s people, referring to former Prime Minister Justin Trudeau, who had a frosty relationship with the Trump administration.

Carney met with Trump earlier this month to try to ease trade tensions, as the two countries and Mexico prepare for a review of the United States-Mexico-Canada Agreement, a trade deal that Trump negotiated during his first term but has since deteriorated.
More than three-quarters of Canadian exports go to the United States, and nearly C$3.6 billion (US$2.7 billion) worth of goods and services cross the border daily.
Trump initially didn’t seem perturbed by the ad
Trump said earlier in the week that he had seen the ad on television and did not seem bothered by it. If I were Canada, I would also take the same announcement, he said Tuesday during a lunch with Republican senators.
Ontario purchased more than $275,000 in ad reservations for the spot to air in 198 of the country’s 210 media markets this month, according to data from nonpartisan media tracking firm AdImpact. It aired most frequently in the New York market, with over 530 airings, followed by Washington, D.C., with around 280. The only other markets with over 100 airings were Harrisburg, Pennsylvania, and West Palm Beach, Florida.
Ford had already attracted Trump’s attention by imposing an electricity surcharge on American states. Trump responded by doubling tariffs on steel and aluminum.
The president decided to impose high US tariffs on many products from Canada. In April, the Canadian government imposed retaliatory taxes on some U.S. products, but it provided exemptions for certain automakers allowing them to bring a specific number of vehicles into the country, known as rebate quotas.
Trump’s tariffs have particularly hurt the Canadian auto sector, much of which is based in Ontario. This month, Stellantis announced it would move a production line from Ontario to Illinois.
