MANILA, Philippines — Philippine National Police chief Gen. Nicolas Torre III on Monday relieved eight Metro Manila police chiefs for noncompliance with the 5-minute-response-time rule.
Torre made the announcement after the flag-raising ceremony at the Quezon City Hall, following his visits to the Batasan Elementary School and Corazon Aquino Elementary School during the opening of classes.
Those relieved were the chiefs of police of Caloocan City, Navotas City, Valenzuela City, Mandaluyong City, Marikina City, San Juan City, Paranaque City and Makati City.
Shortly after assuming his post, Torre dared senior police officers to prove their worth or face the consequences of outright relief from their posts.
“So I would like to tell my people to do their best because if you can’t do the mission, then someone will replace you who will also try to do the mission,” he said.

“We have relieved eight commanders. There will be more because I was there in Central Visayas yesterday in Iloilo and I warned provincial directors there. We will declare those positions open so that others would be given the chance to prove their interest and, if they are qualified. I expect that our standard hit on the mark,” Torre said.
“That is our commitment to the President and to the Filipino people. So if they can’t cope with it, if they can’t step up to that standard, we will look for commanders who will do so,” he added.

“So everybody should be on their toes because the standards will always be set by the Chief PNP and I want them to be better than me,” Torre said.
