The meeting of the China-Finland energy cooperation working group was held on 23 October 2025 in Suzhou, China, in cooperation with the National Energy Administration of China (NEA) and Finland’s Ministry of Economic Affairs and Employment. Finland was represented by Riku Huttunen, Director General of the Ministry’s Energy Department.
The main themes of the meeting were the development of renewable energy, the green transition and technological innovation. The parties underlined that China and Finland share a strong mutual understanding and see broad potential for cooperation in promoting the green energy transition, ensuring energy security and advancing technological innovation.
Demonstration projects put cooperation into practice – three new projects proposed
The meeting also reviewed the implementation of China-Finland energy demonstration projects since 2017, when the first Memorandum of Understanding (MoU) on energy cooperation between the two countries was signed. The MoU has since been renewed in 2020 and 2023.
“The practical implementation of the MoU between the energy administrations of Finland and China is based on the advancement of concrete projects. Finnish companies are actively participating in the Chinese clean energy market. The nomination of three new projects as demonstration candidates is an important step in this work,” said Director General Huttunen.
This year, three new energy demonstration projects have been nominated. They focus on bioenergy – in particular regional heating systems – as well as on innovative carbon technologies and applications of nanotechnology. The projects are a steam explosion-based pre-treatment system for the development of local cellulosic ethanol (Valmet), dynamic optimisation of district heating networks and the use of control technology for digital twin modelling (Planora), and nanoscale carbon materials and carbon dioxide capture (Rotoboost).
Chinese and Finnish business representatives from the three projects presented their work and exchanged experiences. The meeting was also attended by Business Finland, which coordinates cooperation at the business level, and the China Electric Power Planning & Engineering Institute (EPPEI).

In addition to Valmet, Planora and Rotoboost, which participated in the meeting, the visit also included opportunities to learn about the activities of BMH Technology, FinnCham China, Kemira, Kolmeks, Oilon and Vaisala.
