
The Partnership with MMRDA and Cidco aims to boost digital infrastructure, urban development and job creation across Mumbai Metropolitan Region
Real estate and infrastructure investor RMZ has entered into a strategic investment partnership with the Mumbai Metropolitan Region Development Authority (MMRDA) and the City and Industrial Development Corporation (Cidco) to drive large-scale urban and digital infrastructure development across the Mumbai Metropolitan Region (MMR).
The partnership was announced at the World Economic Forum Annual Meeting and aims to facilitate investments of up to USD 30 billion over the next ten years in a phased manner. The initiative is expected to generate around three lakh direct and indirect jobs over the project lifecycle.
Under the collaboration with MMRDA, RMZ will lead investment structuring and capital mobilisation, along with master planning, development and long-term asset management. MMRDA will support the initiative through land identification and aggregation, policy facilitation, planning support and approvals.
Separately, RMZ’s partnership with Cidco will focus on the development of new data centre and commercial projects in Navi Mumbai, with execution expected to begin in FY27. Cidco will assist with land allotments, statutory approvals and clearances in line with Maharashtra government policies.

Highlighting the state’s development priorities, a Cidco spokesperson said, “We are excited about announcing the partnership with RMZ as it aligns with Maharashtra’s broader vision to attract large-scale technology-led infrastructure projects, strengthen digital resilience, and support India’s growing demand for data-driven services.”
The spokesperson added, “Navi Mumbai is fast becoming the preferred destination for high-value data centre and digital infrastructure capabilities, and this collaboration will enable planned, future-ready development.”
Commenting on the partnership, RMZ Chairman Manoj Menda said, “Large, long-duration investments require more than capital; they require alignment, trust and strong institutional frameworks.” He added that “Maharashtra’s emphasis on planned development and long-term economic value creation provides the right foundation for such partnerships.”
RMZ President (Infrastructure) Deepak Chhabria said, “Mumbai and its surrounding regions are emerging as critical hubs in India’s digital infrastructure and data-driven economy.” He added that RMZ currently operates “approximately 230 MW of colocation capacity across our digital infrastructure platform, including assets in and around Mumbai.”
According to Chhabria, “The partnership with MMRDA and Cidco supports the next phase of expansion of our future-ready data centre and AI infrastructure aligned with global standards.”
The collaboration is expected to transform strategic locations into growth hubs, improve connectivity and accelerate the rollout of key infrastructure projects, strengthening long-term investment confidence in the Mumbai region.
