Policing cannot be seasonal

The multi-agency border control operation carried out on Saturday evening by the police force and its partners deserves recognition. In a two-hour window, hundreds of vehicles and individuals were checked, several violations were addressed, and visible cooperation between police, immigration, customs, and military partners sent a clear signal: the state is present, alert, and capable of acting.

That matters. Visibility reassures the public. Coordination strengthens institutions. And law enforcement officers working long hours, often under pressure and scrutiny, deserve public support when they carry out their duties professionally.

But recognition should not prevent reflection.

The more important question is not whether this operation was successful. It clearly was. The real question is whether such operations represent a strategy or a season. Too often in St Maarten, heightened enforcement appears during holidays, after incidents, or amid public concern. Roadblocks multiply. Uniforms are visible. Press releases follow. Then, gradually, enforcement recedes until the next spike in activity or anxiety.

Residents recognise the pattern of the sudden appearance of flashing police lights at key roundabouts that signals a moment of enforcement, just as their quiet disappearance signals its end.

Public safety, however, cannot be episodic. Crime does not operate on a holiday calendar. When enforcement feels seasonal, deterrence weakens, predictability increases, and public confidence erodes, not because police are absent, but because consistency is.

A two-hour operation inspecting hundreds of vehicles makes for strong numbers, but numbers alone do not define impact. What matters is what follows. Are repeat violations reduced? Are intelligence insights fed into longer-term planning? Do these operations translate into sustained compliance or merely a momentary disruption?

The strength of Saturday’s operation lay in its multi-agency cooperation. That cooperation should not be exceptional. It should be institutional. Control works best when information flows continuously, not only when checkpoints are erected. Routine, intelligence-led enforcement, less visible but more constant, often has a greater long-term effect than high-profile operations alone.

This is not a call for more roadblocks or harsher policing. It is a call for smarter, steadier enforcement: smaller but frequent controls; transparent metrics beyond arrests and checks; and public communication that explains strategy, not just outcomes.

The public does not expect perfection from law enforcement. What it expects is presence, fairness, and continuity. When people believe that rules are enforced consistently, on ordinary days as much as on busy ones, compliance improves, trust grows, and the burden on officers themselves is reduced. Effective, year-round policing also depends on public cooperation. Public order is strongest when responsibility is shared, not delegated entirely to enforcement agencies.

Policing cannot be seasonal. It must be part of the island’s daily rhythm, quietly firm, consistently fair, and strategically coordinated year-round. That is how visibility becomes credibility. And credibility, in the end, is the strongest form of enforcement.
