Plans to build an apartment block for the elderly in the heart of Crumlin Village have been put on hold due to an ongoing planning battle.
The development has been proposed on behalf of Cabhru Housing Association for the building on the site of the An Post depot on Saint Agnes Road. The initial application sought 53 apartments over five storeys, but this was reduced to 49 over four storeys when additional information was submitted.
A decision to grant permission was given by Dublin City Council on May 20 2025 but it came with a caveat. The decision was appealed on both a first party and third party basis to An Coimisiun Pleanala.
The applicant submitted a first party appeal on the decision. While it did not object to the grant of permission, it said it was “wholly unnecessary” that the decision removed one more floor – making the building three storeys – and changed the number of apartments from 49 to 45.
The applicant had already reduced the proposed development from five storey to four and removed four apartments from 53 to 49 during the additional information process. They argued that retaining the fourth floor and keeping the development at 49 apartments would have little to no impact on adjoining residents.
But a resident living in Windmill Park, which the development overlooks, also submitted a third party appeal raising concerns about the impact the development would have. They claimed the development will impact the two-storey homes in the area and that the proposal is an overdevelopment of the subject site.
They also said that it is incongruous with the streetscape of Crumlin village which is an architectural conservation area. They also said the existing building, which will be demolished, is of heritage value.
