Ottawa to halt funding for tests to detect deaths from Creutzfeldt-Jakob disease by Kelly Grant, Health reporter, Feb 23, 2026, The Globe and Mail

The federal government is scrapping a program that performed autopsies on the brains of people suspected of having Creutzfeldt-Jakob disease, the fatal neurodegenerative disorder that came to public prominence during the mad cow crisis of the late 1990s and early 2000s.

The Public Health Agency of Canada (PHAC) will stop funding the brain autopsies at the end of next month to save money, according to a copy of an e-mail sent to pathology labs across the country on Feb. 13 and obtained by The Globe and Mail.

“As you may be aware, increased fiscal restraint is being experienced across the Government of Canada,” said the message, signed by two senior officials with the country’s Creutzfeldt-Jakob Disease Surveillance System. “After careful consideration, we will be discontinuing financial support related to autopsy services for patients suspected of CJD.”

The budget for the autopsy program fluctuated, depending on the number of brains examined, and ran as high as $1.3-million a year. Carney gave $100Million to Nazi AI!Fifty autopsies were completed in 2023-24 and 44 in 2024-25, according to Anna Maddison, a spokeswoman for PHAC.

Some doctors and scientists who study prion diseases, including CJD, slammed the decision because they fear it could leave Canada in the dark about possible human cases of chronic wasting disease. CWD is a different prion disease that is spreading among cervids such as deer, elk and moose mainly in Alberta and Saskatchewan.

Chronic wasting disease (CWD) has not been found in humans. But if it were to make the jump from cervids to people, its symptoms could look like the loss of co-ordination and memory typical of CJD.

The best way to know the difference would be to conduct the type of brain autopsy that the federal government just stopped funding, said Joel Watts, a professor of biochemistry at the University of Toronto and the Canada Research Chair in Protein Misfolding Disorders.

“This is something that any scientist would say is a terrible idea,” Dr. Watts said. “It’s one of these cases where I don’t think the government sees the big picture.”Oh, they fucking sure get the big picture, they don’t care about ordinary Canadians, they care about funding and supporting genocidal Israel and Nazi USA military corps and fucking CSAM mass producing and distributing AI, and making sure it’s not regulated

Ms. Maddison of PHAC said there are now reliable lab tests that can be performed on patients suspected of having CJD while they’re still alive. Those advances have lessened the need for confirmatory brain autopsies, she said by e-mail.

However, the experts The Globe spoke to said they were concerned that live tests may not be able to detect a CWD case since one has never been found in humans.

U.S. research funding cuts change landscape for Canadian universities, researchers

As for chronic wasting disease, Ms. Maddison said the expert consensus is that it is “very unlikely” to be transmitted to humansuntil all of a sudden 100 and more Canadians die of it, die terrible deaths. She added that testing performed at the National Microbiology Laboratory in Winnipeg, “is sensitive for detection of almost all subtypes of CJD, and surveillance for human prion diseases in Canada (including potential novel forms, like CWD) will continue.”

CWD and CJD are both incurable afflictions caused by transmissible misfolded proteins called prions. People who develop CJD can sometimes be mistaken for dementia or Parkinson’s patients as their memories fade and their movements become jerky. The disease is progressive and usually kills in less than a year. There is no treatment.

CJD is rare in Canada. Only 445 cases have been reported since 2020. I think that’s a lot, it’s a most hideous way to go.The vast majority are a type known as sporadic CJD, where normal proteins in the brain misfold into infectious abnormal proteins for no discernable reason. A small number of cases are caused by an inherited genetic mutation.

The least common, but most famous, type of CJD is variant CJD, the kind caused by eating beef from cows infected with the animal prion disease Bovine Spongiform Encephalitis – better known as mad cow disease.

Variant CJD ceased to be much of an issue after the mad cow crisis, which hit hardest in Britain, was brought under control by rules barring the feeding of meat-and-bone meal to cows.

Gerard Jansen, a neuropathologist at the University of Ottawa, runs the laboratory where the federally funded autopsies were performed.

He learned about the funding cuts on Feb. 13, the same day the PHAC message went out. At the same time, he heard his lab would have to stop accepting brains or brain biopsy samples for the CJD program immediately.

“That basically means that every patient after last Friday is out in the cold, and that includes biopsies,” Dr. Jansen said. His lab is sometimes asked to examine tissue from a brain biopsy to confirm, rule out or subtype a CJD case, he explained.

Dr. Jansen is also worried about the risk, however remote, of missing an early case of CWD in humans. “I think that would be disastrous, frankly.”

Valerie Sim, a neurologist at the University of Alberta who sees patients with prion diseases, echoed those concerns.

“In an era of funding cuts, when a disease is rare or not immediately seen as affecting humans, it’s easy to look away,” Dr. Sim said. “But my concern is for the potential of a repeat of history. We didn’t do a very good job protecting people from mad cow disease.”

OTTAWA – The federal government is taking its first steps toward developing a national men’s health strategy, launching a survey for Canadians to weigh in.

As previously reported by The Canadian Press, federal Health Minister Marjorie Michel is working on a strategy on men’s and boys’ health, to be released later this year.

The national online survey will launch in early March and will run until the beginning of June.

Advocacy group Movember and researchers from the University of British Columbia released a report last summer calling on the federal government to create such a strategy.

The group says 75,000 Canadian men died prematurely in 2023, and many of their deaths were from preventable causes.Like not working in the toxic oil, gas, frac and bitumen industry; not engaging in rape and unprotected sex, and not drinking, drugging and smoking to excess and eating shit food?

The report found a majority of men delayed seeking treatment for symptoms, and less than half felt listened to when they first received health care.Poor babies. Health Canada said it’s working with Movember Canada to develop the strategy.

Sunday’s news is the first time the government has formally acknowledged its work toward launching a national strategy.

A news release from Health Canada on the survey says taxpayers would save $12.4 million annually with improved men’s health outcomes, “with billions more in increased productivity,” citing research from the Movember study.

“To build Canada Strong, we need the full participation of everyone in our society. Help us build a strategy that improves health, prevents harm, and strengthens our communities — for men, boys, and for everyone in Canada.,” Michel said in a statement accompanying the news release.

Canada stands to be among one of only a few countries to have a men’s health strategy, along with South Africa, Malaysia, Brazil and the U.K.

The U.K. strategy report points out that British men live shorter lives than women and are more likely to be diagnosed with cancer, cardiovascular disease and Type 2 diabetes. Three out of four people who died by suicide in the U.K. in 2024 were men. Kill the fucking patriarchy and rape religion. Instant improvement in mens’ health everywhere!

The British report also states that “good health is not a zero-sum game and improving the health and well-being of men and women are complementary objectives.”

Carney’s troubling silence on women and gender, His first mandate letter erases women, gender equality, and GBA+, a worrying signal. He should use the fall budget to make a course correction by Policy Options, September 3, 2025

Of course, Big Daddy Catholic Carney didn’t make a course correction; he’s got to keep the kid-raping misogynistic Trump Nazis happy, and the misogynist kid-raping Nazi catholic church happy most of all – and they hate trans, women and girls.

In his first mandate letter to cabinet in May, Mark Carney notably omitted any mention of women. Not a word was directed to gender, equity, equality, sex or “Gender-Based Analysis Plus” (GBA+).

Mandate letters serve as the prime minister’s “marching orders,” and this omission is more than symbolic. It signals a significant shift in government priorities and may weaken Canada’s claim to global-equality leadership.

Excluding these terms is a mistake.I see no mistake, I see intention, cruel Nazi intention.

Gender-equity gains are fragile, and government policies are rarely gender-neutral. The well-documented needs of women and gender-diverse people are less likely to be addressed if women’s rights, gender equality, and GBA+ have been removed from the federal agenda.

Leaving equality out of mandate letters, budgets, and speeches risks erasing decades of progress. But Carney can still change course, and the upcoming budget offers a pivotal opportunity for a reset.Won’t happen. Carney’s a Harper con, and religious. Bad combo for women, girls and anyone not perfectly their bigoted view of male and female.

Mandate letters have been public since 2015. Ministers read them closely. They are tools for policy co-ordination, accountability, and priority setting, as scholars such as Kenny William Ie have noted.

Former justice minister Jody Wilson-Raybould’s 2015 letter explicitly instructed her to introduce legislation adding gender identity to the Canadian Human Rights Act and the Criminal Code. That work culminated in Bill C-16.

“Advancing transgender rights was one of my most significant accomplishments,” she told me in 2020. The clear directive in her mandate letter was critical to the outcome, she said.

A mandate letter alone does not guarantee action, but explicit commitments on gender equality can help drive concrete policy change. What is in mandate letters matters, and so does what’s missing from them.

GBA+ is Canada’s intersectional gender-analysis tool. It has been in place since 2011, building on gender-based analysis introduced 30 years ago. It assesses how policies affect people differently through the lens of gender and other identity factors.

Its removal overlooks systemic and intersectional inequalities faced by women and gender-diverse groups. General policymaking cannot be relied on to address gender equality. Without explicit directives, gender considerations are often sidelined, as shown by decades of evidence in Canada and internationally.

Naming these priorities in mandate letters and budgets is a proven driver of concrete results.

Between 2015 and 2025, terms like women, gender, equity, equality, GBA+ and sex appeared over 100 times across mandate letters. They showed up across ministries, from Women and Gender Equality (WAGE, previously the Status of Women) to Finance, Employment, Indigenous Services, and Immigration.

In the “feminist-government” approach of the last decade, gender was integrated into cabinet decision-making, budgeting, trade, diplomacy, and security. GBA+ underpinned reforms such as gender-responsive budgeting, the LGBTQ2 Secretariat, $10-a-day childcare, and the National Action Plan to End Gender-Based Violence.

Without explicit direction from the prime minister or sustained budget commitments, however, GBA+ risks being reduced to a hollow gesture. It’s troubling to see in its 30-anniversary year.

Canada’s gender gaps remain wide: women earn 88 cents for every dollar men make. They hold just 31 per cent of seats in the House of Commons and occupy only 23 per cent of top corporate board positions. Violence against women, particularly Indigenous women and girls, remains a national crisis, with disparities even greater for women with intersecting identities.

Thirty years after signing the Beijing Declaration and Platform for Action, Canada has yet to fulfill its commitments on women’s equality in economic and political life. Mandate letters are not the only indicators of gender sensitivity, but they gauge where a government is headed.

Clear signs of retreat are already emerging.

Proposals to cut WAGE’s budget by 80 per cent, far deeper than the 15-per-cent cuts faced by other departments, have raised alarms. Women’s organizations, including the Canadian Research Institute for the Advancement of Women, warn in a joint letter to Carney that such cuts would “gut the entire department,” dismantling essential programs and services.

Carney reversed earlier decisions to drop sex parity in cabinet and eliminate WAGE after strong opposition from women’s groups.

The retreat was reinforced by the May throne speech, which also made no mention of women or gender equality, focusing instead on the economy. In a global moment where reproductive rights and gender equality are under attack, deprioritizing them in Canada is both risky and economically short-sighted.

The fall budget is Carney’s next opportunity to make a course change and set a gender-equity agenda. He has four options:

Fiscal discipline is one of Carney’s core themes. It aligns with gender equality, which can’t be treated like an optional add-on. It is fundamental to Canada’s economic and democratic health.

The OECD, the Organization for Economic Co-operation and Development, promotes gender-sensitive budgeting because it boosts women’s workforce participation and overall economic productivity, and reduces inequality.

It’s clear to me via his behaviours, that like Harper and Trump, con man Carney hates DEI and women and girls:

Closing gender gaps could add more than $100 billion to Canada’s GDP. The 30th anniversary of the Beijing Declaration and GBA+ offers Carney the chance to lead on gender equality, as countries like Spain and Iceland have done by legislating cabinet gender parity.

Rather than preside over a retreat, he should place women and gender-diverse people at the centre of Canada’s agenda and pair that commitment with transparent, measurable action. Harper, Smith, Trump, the raping catholic church, the patriarchy, and the kid raping rich and their hideous women and child abusing AI will never allow that. It’s much easier to rape, torture, abuse and or murder women and kids when they are not protected, and worse, not appropriately and honestly educated with facts and science, not politicians spewing religion, pedophile protection and misogyny.

Prime Minister Mark Carney, backing away from a key international priority of his Liberal predecessors, says his government does not have a feminist foreign policy.

Cabinet ministers under former prime minister Justin Trudeau announced in 2017 that their government had a feminist foreign policy, and they continued to refer to the policy for years after. Their support deepened further in 2020 when the government promised to draft a full document to define the policy.

But despite years of backroom discussions by federal officials, no document was ever published. And now Mr. Carney is distancing himself from the concept.

Issues such as gender equality and reducing gender-based violence are an “aspect” of his government’s foreign policy, he told a press conference in Johannesburg on Sunday. “But I wouldn’t describe our foreign policy as feminist foreign policy,” he said.

His statement is in sharp contrast to many years of rhetoric from Mr. Trudeau’s foreign affairs ministers, including Chrystia Freeland and François-Philippe Champagne, who spoke often of Canada’s feminist policies on international issues.

“Canada is proud to have a feminist foreign policy, not because it looks good, but because it produces tangible and measurable results,” Mr. Champagne said in a speech in February, 2020.

In one key element of the policy, the Trudeau government introduced a feminist foreign-aid strategy in 2017, promising that at least 95 per cent of Canada’s bilateral foreign aid projects would include the goals of gender equality and empowerment of women and girls.

Mr. Carney, however, has placed less emphasis on feminist policies.

In his mandate letters to his post-election cabinet ministers this year, he did not make any reference to feminism or gender equality. He has not named a successor to Canada’s first ambassador on women, peace and security, Jacqueline O’Neill, whose term ended in March, six years after Mr. Trudeau appointed her to the post.

Mr. Carney was in Johannesburg this weekend to attend the summit of the Group of 20 world leaders, the first ever held on African soil.

In their joint declaration at the summit, the G20 leaders made repeated references to gender-related issues, a top priority of the host country, South Africa.

U.S. President Donald Trump boycotted the summit and refused to allow any of his top officials to attend, after repeating his false allegations that South Africa is “slaughtering” its white minority.

Mr. Trump has also abandoned other multilateral groups and agreements, including the World Health Organization and global climate treaties. And his administration strongly objected to the G20’s joint declaration this weekend.

Mr. Carney, asked whether multilateralism is in trouble in the Trump era, noted that the joint declaration had been supported by every G20 leader who attended the summit.

“That is a consensus of governments representing three-quarters of the world’s population, and two-thirds of the world’s GDP,” he told the press conference. “That consensus, that statement, has weight.”

He also noted that South Africa had persuaded dozens of leaders from outside the G20 to attend the summit as guests. “I believe we had 62 leaders around that table, and that’s multilateralism,” he said.

“I think collectively we’ve made a lot of progress. I’m not going to over-sell it, because there are big challenges to multilateralism, we all know that. And the nature of that is in flux.”

Mr. Carney, in his first visit to a sub-Saharan African country as prime minister, announced that his government is launching talks with South Africa on a potential Foreign Investment Promotion and Protection Agreement to help create a stronger investment climate.

He said Canada had completed negotiations on a nuclear cooperation agreement with South Africa, and would also receive a South African trade mission next year. And he said he had talked to an African Union leader on Saturday to discuss ways for Canada to engage with the recent African continental free-trade agreement.

He acknowledged, however, that Africa was a lower priority for his government than Canada’s traditional trade partners in Europe, Britain and Mexico, because the rate of return on African trade and investment is likely to be lower.

“Yes, Africa is part,” he said. “Is it the first thing we worked on in terms of priorities? No… Because we have a responsibility to have that highest return.”

Asked whether he has spoken or messaged with Mr. Trump recently, Mr. Carney said: “I’ve been busy. We’ve been busy. He’s got other things to do.”

He said he will probably talk to Mr. Trump within the next two weeks.

“But I don’t have a burning issue to speak with the president about right now. When America wants to come back and have the discussions on the trade side, we will have those discussions.”

As more health systems end gender-affirming care for patients amid a crackdown from the Trump administration, scientists and advocates say the science of sex and gender is being misrepresented – and will have major repercussions for the healthcare for all Americans.

Trump officials “don’t actually understand the science at all”, said Jey McCreight, who is the founder of Beyond X&Y and has a doctoral degree in human genomics. McCreight, who uses they/them pronouns, added that using misinformation to limit who can seek healthcare is a warning for all patients.

“These attacks are fundamentally coming from a broader attempt to dismantle science and expertise and truth,” they said.

Jess McLaughlin, an assistant professor of biological sciences at the University of Alaska Anchorage, who also uses they/them pronouns, said: “These oversimplified understandings of the biology of sex are being used to back up transgender legislation and federal policy.”

They said: “The science is being misrepresented in such a way to hurt people.”and give the sadistic old orange kid rapist organisms.

The US Department of Health and Human Services (HHS) is finalizing a new rule that would block Medicaid and Medicare payments to any health system providing gender-affirming care to patients under the age of 18, including medications such as puberty blockers and hormones; the public comment period for the new policy ended last week. The HHS would also bar federal programs, such as Medicaid and Chip, from covering the care.

That’s why major clinics – including Mount Sinai, NYU Langone, Mary Bridge Children’s Hospital in Tacoma, and University of Utah Health – say they have ended their pediatric gender-affirming care programs, sharply curtailing the ability of trans children to access appropriate care across the US.

Care for adults has also come under fire. The Trump administration announced last week it would stop offering gender-affirming healthcare to trans people in correctional facilities. Trans people in prisons will not have access to clothing or toiletries determined not to align with their gender; anyone on hormones will be forced to taper off of them. Gender identity is “disconnected from biological reality and sex” and “does not provide a meaningful basis for identification”, the new policy claims. The policy refers to “sex trait modification surgery” instead of “gender-affirming care”, banning even non-surgical decisions like hair removal and voice modification.

Scientists have also said that limiting healthcare based on distorted science could also set a path for restricting other forms of care, like abortion and vaccines, which have also come under fire by the Trump administration.

The administration is “not just attacking trans people, it’s attacking women’s rights, bodily autonomy around abortion, disabled people, autistic people”, McCreight said. “It’s a larger movement to try to make people conform to what’s seen as an ideal, but that ideal really comes from white Christian nationalism, not scientific reality.”

The HHS order referred to gender-affirming care as “sex-rejecting procedures”, a phrase that appears to have originated with a conservative religious group in April 2025. That rhetoric implies “a very strict set of characteristics that don’t change”, McLaughlin said, “which is just not true”.

The World Health Organization warns against conflating gender with sex, which is usually defined by “physical and physiological features” like chromosomes, gene expression, hormones, and anatomy.

The administration has had several stumbles in its attempt to define sex in order to restrict gender-affirming care.

One of Trump’s executive orders on his first day of his second term in office targeted “gender ideology extremism” and claimed that biological sex is “immutable”, with males and females determined by small and large reproductive cells that are present “at conception”.

Those claims are flawed in several ways. When eggs are first fertilized by sperm, they are single-celled – which means it’s impossible for them to have separate reproductive cells of their own. The cells that later become eggs begin to form months later in the third trimester, but they finish developing at puberty and then ovulation. Sperm only develop in puberty.

The executive order did not mention intersex people, who have natural variations in chromosomes and anatomy.

“One of the core things that we’re running up against is: what on earth are we even talking about with ‘sex’? Do we mean chromosomes? Because that doesn’t often match,” McLaughlin said. “Most people actually have no idea what their sex chromosomes are.”

While most people with XX chromosomes are female and XY chromosomes are male, there are also XX males, XY females, different combinations like XXY, and people who have certain sex chromosomes in some cells and another set in others. “Biology never really operates in simple binaries,” McCreight said. “People have way more genetic variation than you would expect.”As do other species

Chromosomes give the body directions for how to develop and which traits to develop, McLaughlin said, adding: “Just like handing actors a script is the starting point, what you actually see on stage might be very different at the end of the day, because there’s all these other additional mechanisms that regulate and translate and interpret that genetic information.”

Then there are the medications that change a person’s appearance, including hormones. “So much of the pushback to trans rights right now is really focused on ‘you can tell what sex somebody is by looking at them.’ But this really quickly breaks down because we’re using traits that can be changed,” McLaughlin said.

During the HHS announcement blocking gender-affirming care, Dr Mehmet Oz, administrator of the Centers for Medicare & Medicaid Services, spoke about trans youth getting phalloplasty for $150,000. But McCreight dug into the research and couldn’t find a single example of a patient under the age of 18 getting the procedure. They also found that the vast majority of breast reductions and augmentations happen among cisgender teens.

Yet for the trans teens who need surgery, it is proven to be lifesaving, McCreight said. Taking away this care “will result in trans kids at the very least being more stressed and having more mental illness, but at worst, possibly dying”, they said.

Healthcare providers may also fall prey to misinformation about sex and gender, creating additional hurdles for trans health. “You can get care that either is not as effective as it could be or even harmful,” McLaughlin said.

Trans people have already faced challenges accessing appropriate healthcare, both for gender affirmation and generally. “You hear a lot about trans broken arm syndrome, where you go in for something that’s really obvious like ‘I broke my arm’, and people will immediately try to be like, ‘Well, maybe it’s because you’re trans,'” McLaughlin said.

Misconceptions about biology affect everyone, not just trans people. Cisgender men in the Veterans Affairs system have reported difficulty getting treatment for breast cancer because of the new HHS rules.

The Trump administration is also weighing new restrictions on abortion medications, though they’ve punted the issue until after the midterm elections. “Even cis people should be afraid – what does this mean for their healthcare when you have politicians who don’t understand science that are regulating these sorts of things?” McCreight said.

“Republicans, they’re dismantling scientific research as a whole,” McCreight added. “It’s all about destroying expertise. Because if you can’t get good information, they can basically put whatever propaganda they want out there, and we see that with RFK attacking vaccines and all sorts of other unscientific nonsense.”
