Medford Council Finalizes Contracts Supporting Creekside Quarter Planning Efforts

MEDFORD, Ore. (Nov 7, 2025) — The Medford City Council on Wednesday approved a resolution formally memorializing contracts with consulting firms involved in early planning for the proposed Creekside Quarter redevelopment concept.

The action, taken during the council’s Nov. 5 meeting, formalizes a series of agreements made over the past fiscal year to advance the project’s preliminary vision. According to city documents, total expenditures reached $268,080, including $211,375 paid to four firms and a pending invoice of $56,705.

The Creekside Quarter concept, which was privately initiated, outlines a large-scale mixed-use redevelopment in downtown Medford. Plans envision a combination of a hotel, urban residential infill, multistory retail and office space, an elevated parking structure, a conference center, and a multi-purpose outdoor sports and event stadium. The proposal also includes restoration of Bear Creek and revitalization of surrounding public park areas.

In June, the council approved a $200,000 supplemental budget to fund project-related expenses for the fiscal year. Of that amount, $126,861 has been spent. City officials said a new supplemental budget request — totaling $141,219 — is expected to be presented in December to continue the work.

Consulting services have covered a range of specialties, including legal, design, advisory, and market analysis, to help evaluate the project’s feasibility, develop conceptual designs, and support preliminary negotiations.

City officials described the resolution as an administrative step to ensure transparency and accountability as planning for the ambitious redevelopment continues.
