
President Ferdinand “Bongbong” Marcos Jr. on Thursday led the launch of the Technical Education and Skills Development Authority’s (TESDA) Skills Passport mobile application, a digital platform aimed at streamlining access to skills training, scholarships and employment opportunities for Filipinos.
Speaking at the San Juan National Government Center, President Marcos said the new application is part of the government’s broader push to modernize public services and make skills development more accessible through technology.
“Ngayon ay inilulunsad natin ang isa na namang reporma upang mas mapadali ang serbisyo para sa ating mga kababayan (Today, we are launching another reform to make public services accessible to our citizens),” the President said, describing the app as an “all-in-one digital platform” that connects learners, workers and employers.
The TESDA Skills Passport mobile app allows users to store and verify national certificates and training records digitally, view scholarship and training opportunities, access TESDA-accredited institutions and enroll in online courses.
It also features an artificial intelligence-powered assistant to answer user queries and functions as a job-matching portal linking certified workers with industry representatives nationwide.
President Marcos said the application uses blockchain technology to ensure the integrity and credibility of training credentials, allowing employers to verify certificates and skills records securely.
In his speech, the President underscored the administration’s increased investment in education and skills training, noting that more than P1 trillion has been allocated for education in the 2026 national budget.
“Ang edukasyon at pagsasanay ang puhunan natin para sa isang maunlad na kinabukasan. Kaya todo-buhos ang aking Administrasyon ng pondo at suporta para sa edukasyon (Education and training are our investment for a progressive future. That is why my Administration is pouring funds and support into education),” the president said.
“Lagpas sa isang trilyong piso ang inilaan natin para sa edukasyon ngayong taon (More than one trillion pesos is allocated for education this year),” he added.
President Marcos also noted that TESDA has been given nearly P20 billion this year, the largest budget in the agency’s history, to expand scholarships and skills training programs.
TESDA Secretary Francisco Benitez, Education Secretary Juan Edgardo Angara, Commission on Higher Education Chairperson Shirley Agrupis, San Juan Mayor Francis Zamora and San Juan Lone District Rep. Ysabel Maria Zamora attended the event.
