Ryan Kimber has been told he must not enter any car park in Merseyside

A man has been banned from entering a large area of Liverpool city centre after he was handed a criminal behaviour order for theft. Ryan Kimber pleaded guilty to theft and was issued with the two-year order at Sefton Magistrates’ Court on Monday, December 22.

The 34-year-old, of no fixed abode, was given the order after he was charged with various offences including five thefts from motor vehicles in the city centre and in Vauxhall. The order states he cannot enter the area bounded by and including Vauxhall Road, Pall Mall, Tithebarn Street, Kingsway, Byrom Street, Great Crosshall Street and Scotland Road.

Kimber is also not allowed to enter any Home Bargains, Marks and Spencer, or Tesco store and must not enter any car park or touch any vehicle without the permission in Merseyside.

Neighbourhood Policing officer Constable Wilton said: “Kimber’s prolific thieving has caused misery and financial loss to his victims by stealing valuables and causing damage during a spree of offending.

“Criminal Behaviour Orders are an effective mechanism in tackling repeat theft, and should Kimber breach this order then he will be arrested and could be imprisoned.”

Merseyside Police’s Winter of Action, taking place between 1 December and 31 January 2026, is a major policing push to keep city and town centres safe during and beyond the festive season by tackling crime, reassuring communities, and ensuring our high streets are welcoming and safe for everyone.
