
President Lula requested a meeting with Caixa’s president, Carlos Vieira, to discuss the launch of the bank’s betting platform. Law 14.790, created under his administration, establishes fixed-odds betting as a lottery modality. Although the government has adopted a critical stance toward ‘Bets’, Caixa, with its expertise in the field, is emerging as another relevant player in this market, according to lawyer Felipe Crisafulli of Ambiel Bonilha.
According to Felipe Crisafulli, partner at Ambiel Bonilha Advogados and member of the Gaming, Betting, and Responsible Gaming Law Committee of the São Paulo Bar Association (OAB/SP), Caixa strictly followed the guidelines of the Secretariat of Prizes and Betting (SPA), which is linked to the Ministry of Finance and is responsible for regulating the matter.

The expert points out that Caixa is responsible for managing and providing lottery services, in addition to being a financial institution that supports the implementation of Federal Government policies.
