Justice Ministry Clarifies Legal Position on Fee Reductions

HARARE — The Ministry of Justice, Legal and Parliamentary Affairs has clarified the legal status of statutory fees, levies, and charges amid public queries and recent pronouncements on their reduction.

“All fees, levies, and charges prescribed in existing laws, whether primary or subsidiary legislation, remain in full force and effect until such laws are formally amended or repealed in line with established legislative procedures,” the Ministry stated.

The Ministry added that it is working closely with the Office of the Attorney-General and other relevant government departments to ensure that the Government’s policy on fee reductions is translated into legally binding instruments.

Speaking on the matter, Ziyambi Ziyambi, Minister of Justice, Legal and Parliamentary Affairs, said:

“As mandated by Section 114 of the Constitution of Zimbabwe, the Ministry has a positive obligation to draft and review legislation that eliminates gaps in the law.

This process is crucial to enhancing the investment climate, facilitating the ease of doing business, promoting national development in line with Vision 2030, and advancing the progressive realisation of socio-economic rights under the Constitution and international agreements to which Zimbabwe is a party.”

The statement underscores the Ministry’s commitment to ensuring that government policies on fee reductions are legally enforceable while supporting economic growth and national development.
