Norwich / Geneva – November 6, 2025 – ImpactScope today announced that it has signed a Memorandum of Understanding (MoU) with Norfolk County Council (NCC) in the UK to pilot the deployment of its Decentralized Impact Outcomes Marketplace (DIOM) technology within a new Outcomes Fund. The collaboration is designed to demonstrate how blockchain technology and web3 tools can bring greater transparency, efficiency, and accountability to the commissioning and verification of social impact outcomes.
Known for its forward-looking adoption of new technologies, NCC will use this pilot to test DIOM as a digital orchestration layer for outcomes-based funding. The pilot will focus on delivering measurable improvements for vulnerable young people and their families, while reducing administrative overheads and improving real-time visibility of results.
