
The Budget Session of the Haryana Assembly will commence on February 20 with the Governor’s address, setting the stage for key legislative and financial business including the presentation of the state budget and discussions on major governance and development issues.
The session has been formally summoned to meet at 11 am on February 20 in Chandigarh, according to an official notification issued by Governor Prof Ashim Kumar Ghosh. The Governor’s address will outline the government’s policies, priorities, and legislative agenda for the coming financial year.

Chief Minister Nayab Singh Saini has described the upcoming session as crucial for laying the foundation of Haryana’s future growth and development. He said the budget would be shaped by public suggestions and will reflect the aspirations of people across various sections of society.
The state budget itself is likely to be presented during the session, with tentative schedules indicating early March as the probable date. The budget is expected to focus on development, welfare programmes, and infrastructure expansion, with the government projecting it as a people-centric financial roadmap.
Ahead of the session, Haryana Vidhan Sabha Speaker Harvinder Kalyan reviewed security, protocol, and logistical arrangements at the Assembly Secretariat to ensure smooth conduct of proceedings. Senior officials from multiple security and civil agencies participated in the review meeting.
The session is also expected to witness active participation from opposition parties, which have already submitted calling attention motions and questions on issues such as the Sutlej-Yamuna Link canal, drug abuse, staff shortages in educational institutions, and alleged irregularities in government programmes.
The Budget Session is a significant part of the legislative calendar, as it provides an opportunity for the government to present its financial plans and for legislators to debate policies and scrutinise expenditure proposals. It also enables members to raise constituency-specific issues and hold the government accountable.
Political observers expect discussions to focus on employment generation, rural development, infrastructure, social welfare schemes and fiscal management. The session will also include debates on the Governor’s address and other legislative business.
