Haiti – France : Master’s 2 Scholarship (2026-2027) – Call for Applications

The application period for Master 2 scholarships from the French Government, the Bank of the Republic of Haiti (BRH), and the Unibank Foundation for the 2026-2027 academic year is now open.

Application Procedures :

These scholarships are intended for high-achieving students wishing to pursue their Master’s degree (M2) in a French public university. In addition to applying for the scholarship, candidates must submit their application for admission to their chosen program through the official “Etudes en France” procedure, accessible at https://pastel.diplomatie.gouv.fr/etudesenfrance

These scholarships will be awarded in the following fields:

– Economics, Finance, Governance.

– Science & Technology, Artificial Intelligence.

– Engineering Sciences.

– Health (excluding clinical specialization).

Applicants can contact the Campus France office in Haiti for personalized guidance ([email protected]).

Important : Scholarship applications that include admission obtained outside the ÉTUDES EN FRANCE (EeF) procedure will be automatically rejected. In other words, before applying for a Master 2 scholarship, applicants must apply for admission to a Master 2 program at a FRENCH PUBLIC UNIVERSITY VIA THE EeF PROCEDURE. Admissions obtained via the MonMaster.gouv.fr, E-Candidat, Ciell2, and Apoflux applications or platforms will not be considered, as these are reserved for applicants residing in France or in countries where the EeF procedure is not implemented.

Eligibility Criteria :

* Be under 35 years of age on January 1st of the award year;

* Be a Haitian citizen and reside in Haiti;

* Hold a university degree at least equivalent to a four-year undergraduate degree (BAC+4) in the relevant field of study;

* Not have received a scholarship or internship from the French Embassy in the previous three years.

* Be admitted to the second year of a Master’s program (Master 2) at a French public university.

Application Documents :

* Completed and signed scholarship application form : https://www.haitilibre.com/docs/formulaire_bourse_2026.docx

* Certified copies of diplomas or certificates obtained;

* University transcripts;

* Letter of motivation;

* Detailed curriculum vitae;

* Photocopy of passport;

* Letter of recommendation from a Haitian university or institution highlighting the merits of the application;

* Proof of admission to the French university (required).

IMPORTANT : You can submit a scholarship application without final university enrollment authorization (but with documents attesting to your application to the program you are applying to). Enrollment authorization will be required if your application is accepted.

Special Notes :

For healthcare professionals, University Diplomas (DU), Inter-University Diplomas (DIU), and Certificates of Advanced Studies (CES) are postgraduate programs. To participate in the practical component of these training programs, applicants must hold a status that allows them to practice healthcare (most often as a Medical Intern – FFI, within the framework of a DFMS/DFMSA), otherwise they will be practicing medicine illegally. If this status is not granted, applicants must provide an official document from the medical school with their application, certifying that the proposed training program does not include any practical exercises or clinical placements with patients.

Registration for continuing and professional education programs is not permitted.

Applications to business schools, private engineering schools, and all other private institutions will not be considered (tuition fees, often high, cannot be covered by scholarships).

Implementation of the scholarship :

If your application is successful, the Cooperation Service of the French Embassy will then process the applications previously selected by the Franco-Haitian Joint Scholarship Committee in conjunction with the French managing organization, Campus France, which will be responsible for:

* Liaising with the scholarship recipient’s host institution;

* Disbursing the monthly stipend;

* Paying tuition fees;

* Assisting the scholarship recipient with their departure: booking and arranging prepaid airline tickets with the designated travel agencies.

Receiving a French government scholarship entitles you to a free visa from the consular section of the French Embassy. However, it is essential to adhere to visa processing times and submit your application well in advance. A welcome pack from Campus France, containing all the necessary information for your arrival in France, will be provided to the scholarship recipient, particularly regarding transfers within France.

End of Studies : Scholarship recipients must submit a final report (study report with transcripts, certificate of completion, etc.) directly to the Cooperation Service of the French Embassy within 60 days of completing their studies.

General Calendar :

Please note that. This schedule is for students who have already submitted an application for admission to the Master 2 level and one of the selected programs via the “Etudes en France” platform.

All required documents must be submitted to the Delegation of the European Union (DUE) – 19, rue Borno, Pétion-Ville – Tel: 29 99 90 27

Deadline : Friday, May 29, 2026. Incomplete applications or those submitted after this date will be automatically rejected.

June 1-5 : Review of applications by the Cooperation and Cultural Action Service of the French Embassy and shortlisting by a joint Franco-Haitian committee;

June 8-12 : Oral interviews of shortlisted candidates. Candidates not invited to an interview may consider their application unsuccessful;

Week of June 24-30 : publication of results; successful candidates will be contacted directly;

End of August : pre-departure session with Campus France.
