E-commerce Association: New Tax Rules Could Impact Millions of Sellers

TEMPO.CO, Jakarta – The Indonesian E-commerce Association (idEA) is calling for a cautious and gradual implementation of new e-commerce tax regulations. This comes as the Directorate General of Taxes (DJP) announced that rules designating marketplaces as collectors of Article 22 Income Tax (PPh) are in their final stages.

“If platforms are indeed appointed as tax collectors for individuals with specific turnovers, the implementation will directly affect millions of sellers, especially digital MSME players,” said Budi Primawan, idEA Secretary General, in a written statement received by Tempo on Sunday, June 29, 2025.

He stressed the importance of ensuring the readiness of both MSME players and the platform’s infrastructure, along with government preparedness.

Budi also highlighted the need for broad and comprehensive public awareness campaigns. He mentioned that the DJP has begun limited socialization with several marketplaces. However, idEA cannot comment further on the technical implementation until the regulation is officially issued.

Despite their concerns, idEA affirmed its commitment to comply with and implement government policies. “We believe the success of this policy largely depends on a collaborative, planned, and inclusive approach to avoid disrupting the growth of the national digital ecosystem,” Budi added.

Rosmauli, Director of Tax Counseling, Service, and Public Relations at DJP, clarified that this regulation is not a new tax but rather a change in collection mechanisms. “Currently, the regulation designating marketplaces as collectors of Article 22 Income Tax is still being finalized within the government,” he said on Thursday, June 26, 2025.

She confirmed that individual MSMEs with turnovers below Rp500 million will remain untaxed, consistent with existing provisions.

According to Rosmauli, the regulation aims to simplify administration and ensure equitable tax treatment among businesses. “This provision also seeks to strengthen supervision of digital economic activities and close the ‘shadow economy’ gap,” she explained.
