CNAS: Health Insurance Reforms Starting August 1, 2025: Contributions, Exemptions, and Medical Leave Changes

Starting August 2025, Law No. 141/2025 introduces a series of fiscal-budgetary measures, including those impacting the social health insurance system. The aim is to enhance sustainability, ensure access to necessary medical services and medication for patients, and maintain the continuity of care.

Co-insured persons (650,431 people) will retain their insured status until September 1, 2025. After that, they can remain insured if the primary insured person supporting them submits a Single Tax Declaration to the tax authority (available on the ANAF website) and pays:

Alternatively, co-insured individuals can make this contribution in their own name.

Monastic personnel (2,504 people) will retain their insured status until September 1, 2025. After this date, they may opt to submit the Single Tax Declaration and pay:

Patients with diseases covered under national health programs who have no income (58,200 people), excluding cancer patients (7,193 people), will continue to receive:

Until the condition is fully treated.

For ordinary sick leave (code 01), starting August 1, 2025, the gross monthly compensation for temporary work incapacity due to common illness or non-work-related accidents will be calculated as follows:
