Cambodian Information Minister Stresses Competence, Talent and Achievements for Civil Service
Minister of Information H.E. Neth Pheaktra has emphasised that competence, talent, and tangible achievements are essential qualities for royal government officials serving the nation.
Speaking at the opening ceremony of a five-day training course on human resource management here this morning, Minister Pheaktra stated that these attributes are central to the Royal Government’s policies and the plans of every ministry.
He affirmed the Ministry of Information’s commitment to developing its staff to meet the country’s ongoing progress. The training, which runs from Sept. 8 to 12, 2025, is being held at the ministry’s headquarters and includes more than 100 officials from both national and sub-national levels.
Minister Pheaktra highlighted the significant advancements in Cambodia’s human resources, noting that the country no longer relies solely on foreign consultants as it did in the past. Today, he said, Cambodian experts are fully capable of undertaking complex tasks, with some even providing consultancy services to international organisations.
“This reflects the growth of Cambodia’s human capital,” the Minister remarked. “The Ministry of Information must enhance the capacity of its officials to ensure they are competent, talented, and able to deliver concrete results in their work.”
He also urged officials to prepare for foreign language training, particularly in English, with potential plans to include Chinese in the future.
“This training is essential for building capable human resources who can work with responsibility and effectiveness,” he added.
The Minister also addressed the recruitment of new officials, reaffirming that the process must be conducted through fair and transparent examinations.
“Those with knowledge will pass,” he stated. “Money cannot buy entry into the civil service of this ministry.”
