Bhutan Moves National Digital Identity to Ethereum Blockchain

Bhutan is building on its existing status as a top Bitcoin-holding nation-state.

Bhutan has made a globally significant leap into blockchain, migrating its national ID system, which serves almost 800,000 citizens, to the Ethereum network. This represents a strategic shift from the prior Polygon implementation, driven by the need to utilize Ethereum’s superior immutability and decentralization.

The goal is clear: empower citizens with a secure, self-sovereign method to verify identity and access public services, enhanced by privacy features like zero-knowledge proofs. Bhutan’s execution here validates blockchain as one of the most promising real-world applications for national digital infrastructure. The technical integration with Ethereum is finalized, and the complete data migration is anticipated to conclude by early 2026.

It’s important to know that Bhutan didn’t just jump straight to Ethereum; they’re on a quest for perfection. This latest migration is actually their third go at a blockchain-based ID system, having previously run on Hyperledger Indy and then Polygon (starting in August 2024). This constant upgrading shows how committed they are to locking down the most secure solution for their citizens’ digital identities.

Ethereum Foundation President Aya Miyaguchi called the integration a “world-first,” praising the step toward a more open and secure global digital future.

The successful integration was the result of hard work from Bhutan’s GovTech and National Digital Identity teams, proving that even a small country can lead the way, placing them alongside nations like Brazil and Vietnam who have also adopted parts of this technology.

You might not know it, but Bhutan is doing more than just launching a cutting-edge national ID. They’ve quietly established themselves as a major player in crypto. In fact, they’re the fifth-largest government holder of Bitcoin in the world.

They pull this off by running energy-efficient mining operations powered by the clean, renewable energy flowing from their Himalayan hydropower dams. They’ve built up a huge reserve of 11,286 Bitcoin, worth more than $1.31 billion, trailing only four major global economies (the US, China, the UK, and Ukraine).

Bhutan’s migration of its national digital ID system to the Ethereum blockchain is a monumental decision that validates the network’s capacity for large-scale, sovereign-level applications. Leveraging Ethereum’s immutability for nearly 800,000 citizens, the move not only enhances security and privacy but also firmly establishes Bhutan as a significant global leader in pragmatic blockchain adoption.
