The most effective moves for Salamence to use are:
Salamence learns Dragon Claw and Outrage on its own. These are its strongest STAB moves. It doesn’t learn any good physical Flying-type moves either on its own or using TMs. TMs in Legends Z-A are effective in providing Salamance with much-needed coverage. Iron Head covers for Ice, Rock, and Fairy-type counters and Shadow Claw is good neutral coverage.

You should give Salamence the Adamant nature (+Atk., -Sp. Atk.). While the creature has a decent Special Attack stat, its physical attack is better, and deserves investment. You could also go for a Special Attacking set on Salamence with Dragon Breath, Draco Meteor, Flamethrower, and Hyper Voice. In this case, give it the Modest nature.
