When Foreign Minister Francis Fonseca took the podium at the University of Belize’s Belmopan Campus symposium, Belizeans expected clarity, direction, and a strategic vision. What they got instead was a patchwork of disconnected remarks — rhetoric strung together without the backbone of a coherent foreign policy.
For 44 years, successive governments have recycled the phrases sovereignty and territorial integrity. Yet the actions of the current PUP administration reveal a very different reality. What sovereignty is preserved when Belizeans’ DNA and biometric data are handed to U.S. servers, under the guise of satisfying Washington’s conditions for MCC funds? What territorial integrity exists when Belize is quietly prepared to serve as a third country dumping ground for migrants unwanted by the United States?
This is not independence; it is obedience. Belize has been reduced to little more than an errand boy for those who provide concessionary loans and grants that finance the PUP’s Plan Belize 2.0 — a plan that failed in 2020-2025 and is now propped up with foreign dictates instead of national vision.
Dormant in CARICOM, Subservient to Washington
Fonseca may tout regionalism, but Belize is largely dormant in CARICOM and SICA. The Placencia Accord, once a promising platform, sits idle. Meanwhile, Belize applies for loans from CABEI and accepts handouts from partner states but refuses to honor the free movement rights of CARICOM citizens, barring Jamaicans and Haitians at its borders in open defiance of regional agreements — all to please U.S. migration policy.
This is hypocrisy at its core: grandstanding about solidarity in international forums while violating commitments at home.
A Neophyte in the Wrong Chair
Francis Fonseca is no career diplomat, nor a strategist of international affairs. He is a politician transplanted into the foreign ministry without the grounding or depth of knowledge to safeguard Belize’s interests on the global stage. His symposium remarks exposed precisely that: no strategic vision on the Guatemalan claim, no roadmap for Belize’s role in the region, and no philosophy beyond parroting the language of donors.
Belize Deserves Better
Belize’s foreign policy cannot continue to be a smoke screen of borrowed words and donor-driven concessions. True sovereignty requires:
Belizeans deserve leadership that understands foreign relations are not press releases or symposium soundbites, but the lifeline of a small state’s survival in an unforgiving world.
