Regarding the issue of outstanding pavilion construction expenses, while these cases are fundamentally contractual matters between the involved parties, we recognize that,it is also an important issue from the perspective of fair business practices and respect for human rights, and we are taking steps such as carefully conducting interviews with the relevant parties.

We recognize that the involvement of administrative agencies with licensing authority under the Construction Business Act serves as a practical means of resolution prior to judicial proceedings concerning the issues that occurred in the course of construction. Therefore, while there are limitations to what the Association can do, regarding the cases consulted to us, we are engaged in support initiatives by conducting detailed hearings and setting up consultation forums for each case, such as by referring the parties to administrative consultation services, to facilitate coordination for smooth responses.

Specifically, for consultations on the Construction Business Act or administrative guidance under the Act, we work with the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), which has jurisdiction over the Act, and relevant prefectures. For consultations regarding funding, we utilize existing systems provided by prefectural governments and help the parties explore ways to be assisted financially. When Official Participants are involved, we are taking steps such as requesting information from each country regarding the payment of construction expenses. …
