Haryana Procures 24 Crops at MSP, Notification Issued Within Two Months of Government Formation: CM
During his address in the Budget Session of the Haryana Legislative Assembly today, Haryana Chief Minister Sh. Nayab Singh Saini elaborated on the state government’s response to the flood situation in August-September 2025, compensation to farmers, Minimum Support Price procurement, and various farmer-centric reforms undertaken by the present government.
The Chief Minister stated that due to heavy rainfall in August-September 2025, several districts of Haryana witnessed flood-like conditions. He personally visited the affected areas to assess the ground situation. To compensate farmers for damage to Kharif-2025 crops caused by heavy rainfall and waterlogging, the government opened the e-Kshatipurti portal until September 15.
He informed the House that compensation amounting to ₹116.15 crore has been released to 53,821 farmers. Out of this amount, ₹35.29 crore was released for Bajra, ₹27.43 crore for Cotton, ₹22.91 crore for Paddy and ₹14.10 crore for Guar. Earlier, the government had also released ₹4.72 crore to compensate for loss of livestock, house damage and other essential items due to floods.
Responding to opposition claims that many farmers did not receive compensation, the Chief Minister said an inquiry was conducted. During the investigation, it was found that duplicate photographs of certain land parcels had been uploaded on the portal by patwaris.
Due to this technical discrepancy, compensation amounting to ₹370.52 crore for 1,50,583 farmers could not be approved. He described the matter as serious and said it is currently under government consideration. A final decision will be taken soon and appropriate action will be initiated regarding the remaining eligible farmers.
The Chief Minister further stated that over the past 11 years, the government has provided ₹15,448 crore to farmers as compensation and insurance claims under the Pradhan Mantri Fasal Bima Yojana in cases of crop damage. He added that during the 10-year tenure of the previous Congress government, ₹1,138 crore was released as compensation, while ₹269 crore was left pending. After assuming office in 2014, the present government cleared the pending ₹269 crore in 2015.
Addressing the issue of MSP, the Chief Minister said farmer welfare remains at the centre of government policies. In its 2024 manifesto, the government resolved to procure all 24 crops at Minimum Support Price.
He informed the House that the government was formally constituted on October 17, 2024, and by December 19, 2024, it had issued the notification to procure 24 crops at MSP. Today, Haryana is the only state in the country where procurement of 24 crops is being carried out at Minimum Support Price.
He said that over the past 12 seasons, ₹1,64,000 crore has been transferred into the accounts of 12 lakh farmers for crop procurement. In the last 11 years, ₹15,457 crore has been disbursed to farmers as compensation for crop damage. Under the Pradhan Mantri Kisan Samman Nidhi Yojana, ₹7,233 crore has been transferred into farmers’ accounts.
The Chief Minister also stated that the government has abolished the Abiana water tax that had continued since the British era. To protect farmers from fake fertilizers, seeds and pesticides, a new law has been enacted under which offenders can face imprisonment of up to five years. From Kharif Season 2024 onwards, payment for procured crops is being transferred directly into farmers’ bank accounts through DBT within 48 hours after crop lifting.
Reiterating his government’s commitment, the Chief Minister said the present dispensation remains fully dedicated to ensuring farmer welfare, transparent governance and timely compensation.
